Office conversions

Structural warranty for office to residential schemes

Office to residential is one of the most common conversions we see. Many office buildings date from the second half of the last century and have a concrete or steel frame. When they become flats, the frame, floors and often the facade stay, while almost everything around them changes - new layouts, new windows, new services and sometimes extra storeys on the roof.

A structural warranty for an office conversion has to cover both halves of that story. The provider needs to be satisfied that the frame it inherits is sound, and that the new work has been designed around it. That is why a structural condition survey of the existing building is usually one of the first documents it asks for.

Most mortgage lenders treat a newly converted flat much like a new build, so if you plan to sell to buyers who need a mortgage, you will usually need a warranty from a provider their lenders accept, or with some lenders a professional consultant's certificate. We check that before you commit, though each lender makes the final decision.

Permitted development

Prior approval and the warranty

In England, many office conversions go ahead under permitted development. Class MA covers a change from commercial, business and service uses to homes, and it needs prior approval from the local planning authority. Scotland, Wales and Northern Ireland have their own rules.

Whether your building qualifies is a question for your architect or planning consultant - we do not give planning advice. What matters for the warranty is that the right approval is in place, and that the design is ready for the provider to review. Permitted development decides whether you can convert, subject to prior approval, and building regulations still apply. It does not decide whether your buyers' lenders will want a warranty, and most will.

What providers look at

The questions an office conversion raises

Every building is different, but these are the areas a warranty provider will usually want to understand before it offers terms.

The frame and floors

The condition of the concrete or steel, any signs of deterioration, and whether the floors can take the loads of their new use.

Facade and roof

Whether the existing cladding, curtain walling and roof coverings are kept, repaired, replaced or overclad - the envelope is often part of the cover.

New openings

New windows, balconies and service routes cut into the existing structure, with the engineer's calculations to support them.

Fire safety

Separation between flats and the make-up of the external walls. Providers look closely at both, particularly on taller buildings.

Extra storeys

Rooftop extensions add load to the existing frame and foundations, so the structural design needs to show they can carry it.

Ground floor uses

Car parks, basements and commercial units kept at street level, and how they relate to the new homes above.

What we usually need

Information for an office conversion quote

  • Planning permission or prior approval, with any conditions
  • Architect's plans and elevations of the building as it is and as proposed
  • A structural condition survey of the existing frame, floors, facade and roof
  • Structural calculations for new openings, alterations and any extra storeys
  • A ground investigation report where new foundations or extra load are involved
  • The number of flats, their sizes and the total rebuild cost
  • Developer and contractor names, and their track record on conversions
  • Building control reports, if work has already started

Office conversion warranty questions

Does a permitted development office conversion need a structural warranty?

Prior approval deals with planning, not lending. If the flats will be sold to buyers who need a mortgage, most lenders will expect a structural warranty from a provider they accept, so in practice you will usually need one. Some lenders accept a professional consultant's certificate instead.

Will the warranty cover the existing concrete or steel frame?

Usually to some extent, depending on the provider and on what the condition survey finds. Some providers may exclude particular elements, or ask for repairs before they will include them. See covering the existing structure.

Can I add extra floors on the roof and still get a warranty?

Often, yes. Many providers will cover a rooftop extension as part of the scheme, provided the structural design shows the existing frame and foundations can carry it. The new storeys are usually looked at much like new build work.

What if the ground floor stays commercial?

Mixed use buildings are common. The flats get their own certificates, and the commercial space may be covered on different terms or separately. Tell us how the building will be used and we will set out the options.
